Turkey KKDIK 2026: Fees Set, KKS Portal Open

Recently, Turkey's Ministry of Environment and Urbanization (MoEU) has officially announced the administrative fee standards for the 2026 KKDIK (Chemical Registration, Evaluation, Authorisation, and Restriction) registrations. Concurrently, the temporary and full registration channels in the KKS system are now fully open, marking a crucial implementation and full operational phase for KKDIK compliance.

II. System Open & Deadlines Looming: Dual Signals Urge Immediate Compliance

The KKS system has been updated, with both temporary and full registration channels now open. Companies can proceed with registration based on their roles. Key upcoming deadlines for temporary registration are approaching; missing these will impact market access:

1. March 31, 2026: Lead Registrants (LRs) must complete temporary registration.

2. September 30, 2026: Members of joint submissions must complete temporary registration.

Furthermore, full registration proceeds in phases according to tonnage, with deadlines on December 31, 2026, December 31, 2028, and December 31, 2030. Companies must plan their registration strategy based on their export volumes.

III. Role-Specific Compliance Pathways for Efficient Registration

(I) Immediate Action: Three Foundational Preparation Steps

1. Verify Pre-registration Status: Confirm if the target substance has been pre-registered.

2. Define SIEF Role: Assess your role within the SIEF (Substance Information Exchange Forum) – as a Lead Registrant or a Member – clarifying responsibilities and permissions.

3. Initiate Data Collection: Centralize the collection of physicochemical data to ensure submission materials meet regulatory requirements.

1. Assist members in completing joint temporary registration by Sept 30, 2026, ensuring a smooth joint submission process.

2. Supplement and complete data as required, submitting the full registration by the relevant tonnage deadline (Dec 31, 2026 / 2028 / 2030).

Joint Submission Member (Member)

1. Active Tracking: Monitor the LR's registration progress closely.

2. Path Decision:

- If LR submits temporary registration, prepare for joint temporary submission, completing it via KKS by Sept 30, 2026.

- If LR completes full registration, temporary registration is unnecessary; proceed directly to prepare for full registration.

Complete the system submission and full compliance process before the applicable full registration deadline, based on the LR's status and your own tonnage band.
