Summary Report on Cosmetic Supervision and Sampling Inspection-February 2026

In February 2026, the National Medical Products Administration, along with the Medical Products Administrations of Guangxi Zhuang Autonomous Region, Hunan Province, and Beijing, issued announcements regarding cosmetic supervision and sampling inspections. A total of 71 batches of products were found to be non-compliant. This summary of the announcements aims to help enterprises stay informed of evolving regulatory trends and strengthen their quality management and compliance awareness.

Cosmetic Supervision and Sampling Inspection Data

NMPA Notice on 45 Batches of Non-compliant Cosmetics (2026 No. 2)

On February 3, 2026, the National Medical Products Administration (NMPA) announced that during the 2025 national cosmetic sampling inspection, 50 batches of cosmetics were found to be non-compliant. These inspections were conducted by institutions such as the Guizhou Provincial Institute for Food and Drug Control. The NMPA has instructed the drug regulatory departments in Zhejiang, Guangdong, and Qinghai provinces to initiate investigations into the registrants, filers, and entrusted manufacturers of these non-compliant products. The relevant companies have been ordered to implement risk control measures and conduct self-inspections and rectifications in accordance with the law.

Guangxi Zhuang Autonomous Region Medical Products Administration Announcement on 2025 Cosmetic Supervision and Inspection Results (2026 Issue No. 1)

On February 6, 2026, the Guangxi Zhuang Autonomous Region Drug Administration released the results of the 2025 cosmetic supervision and inspection. Based on the key points outlined by the National Medical Products Administration and regional cosmetic safety regulations, a total of 274 batches were inspected. Five batches were found non-compliant, including three batches of toothpaste, one batch of face masks, and one batch of hair care cream. The non-compliance issues involved total bacterial count, Pseudomonas aeruginosa, arsenic, and the mixture of methylchloroisothiazolinone and methylisothiazolinone with magnesium chloride and magnesium nitrate (in a 3:1 ratio).

Hunan Provincial Medical Products Administration Announcement on 4 Batches of Non-compliant Cosmetics

On February 11, 2026, the Hunan Provincial Drug Administration announced that an inspection of cosmetics produced and sold in the province revealed four non-compliant batches. The issues identified include the mixture of methylchloroisothiazolinone and methylisothiazolinone with magnesium chloride and magnesium nitrate (in a 3:1 ratio), as well as total bacterial count.

Beijing Medical Products Administration Announcement on 2026 First Issue of Cosmetic Quality and Safety Information

On February 14, 2026, the Beijing Medical Products Administration released information regarding cosmetic quality and safety. A total of 12 batches of cosmetics were found non-compliant during inspections of production (including registrants, filers, and domestic responsible persons) and online sales. Non-compliant products include 3 batches of sunscreen lotion, 2 batches of toothpaste, 2 batches of eyebrow pencils, and 1 batch each of shampoo, conditioner, primer, serum, and hair treatment lotion. Issues identified were total bacterial count, ingredient discrepancies (sunscreen agent phenylbenzimidazole sulfonic acid not detected as per product label and registration requirements), and ingredient discrepancies (presence of unlisted whitening agents such as niacinamide).
