UK REACH行政費或迎新變動 有望明年實施

據英國涂料工業協會（British Coatings Federation，即BCF）信息，近日英國環境、食品和農村事務部（Defra）啟動了一項關于英國REACH注冊行政費變更征求公眾意見的活動，截止日期為2024年9月16日。消息透露，此次評議持續時長僅僅幾周，原因是Defra希望盡快完成必要的法規修改，以便新的收費水平能夠在明年生效。

此次評議的建議費用如下：

1.大型企業注冊行政費

注冊行政費不再按照噸位和注冊類型區分，不再區分單獨提交和聯合提交的費用，各噸位的行政費均為£2,142。

對于當前的中間體和1-10tpa注冊來說，費用略有升高，從£1,138增加到了£2,142；對于其他噸位來說，費用均有所降低。

UK-REACH原行政費跟EU REACH下一致，英國主管部門認為由于英國市場相比歐盟相對較小，行政費也應該有所差別。

2.SME企業的注冊行政費

注冊行政費不再按照噸位區分，不再區分單獨提交和聯合提交的費用，注冊費用與企業類型有關，分別是：中型企業（medium）£740，小型企業（small）£399，微型企業（micro）£57。例如，medium企業，不論噸位行政費均為£740，與原來的1-10tpa費用相同。

3.中間體行政費

大型企業的中間體注冊行政費與常規注冊的行政費一致，為£2,142。

4.噸位升級的行政費

需注意的是，不同于以前按照差價收取升級噸位的行政費，Defra現提議將大型企業的升級費用統一為£2,142。

LE變更費用降低，對大型企業而言，費用從£1,424降低到£290。

其他更新費用如純度、貿易名、IUPAC名稱等的更新，費用暫時不變，其原因是：由于現在UK REACH下還沒有這類的申請，因此缺乏證據支持。

6.PPORD

PPORD通報的標準費用增高，SME費用不變。
